As part of the large-scale modernisation of state services in Bulgaria, the Agency for Geodesy, Cartography and Cadastre (AGCC) has introduced a modern online appointment booking system at its territorial offices. The innovation, which is already operating in major regions of the country, is intended to substantially improve the quality of service for citizens and entrepreneurs. 

What the new system entails

This applies to such regions as:

  • Sofia region
  • Plovdiv
  • Varna
  • Burgas

The platform has already begun to be used in practice, and access to it is becoming ever wider for applicants across the country. 

The main aim of the innovation is to reduce queues in offices, optimise the workload of staff, and make the process of obtaining cadastral services more predictable and convenient for both citizens and business representatives. 

The introduction of the online booking system is an important step within the digital transformation of the AGCC, which includes the automation of processes, the modernisation of IT infrastructure, and the expansion of electronic services.

Before the launch of this option, many procedures required a personal visit to a territorial office and were accompanied by long waits in queues.

The new system makes it possible to:

  • save applicants' time;
  • plan a visit to a territorial office without unforeseen delays;

This significantly simplifies the process of arranging various cadastral services, such as:

  • obtaining certificates from the cadastral register;

The progress of Bulgaria's AGCC in figures

In the past year, 2025, the agency marked significant progress in the digitalisation of services. According to official data, a record number of services were processed — around 830,000 entries, including more than 311,000 changes to the cadastral register and 46,000 projects for changes to the cadastral map. 

The expansion of electronic services has been made possible thanks to the modernisation of the Cadastre and Administrative Information System (KAIS), as well as the introduction of secure electronic identification methods, including the qualified electronic signature (QES). This has made it possible to reduce the need to visit offices in person and to expand the range of services provided online. 

New digital trends in the work of the AGCC

In addition to the online booking system, the Agency continues to introduce innovations and is expanding the range of services:

  • integration of real estate data and geospatial data;
  • a shift towards the priority use of electronic documents;
  • increased automation of administrative processes;
  • real-time access to data from the Real Estate Register. 

The AGCC is actively involved in international projects on the digital transformation of cadastral systems, including the exchange of data and integration with other state registers.
