Heavy Rains in Bulgaria in October 2025: A Local Natural Phenomenon That Did Not Affect Major Resorts

In early October 2025, heavy rains hit the Bulgarian Black Sea coast, causing short-term flooding in certain areas.

The heaviest precipitation fell on the resort of Elenite, where, due to the peculiarities of the terrain — narrow gorges and water runoff from the mountains — streams of rainwater temporarily flooded part of the roads and the lower floors of buildings.

• tourism and residential infrastructure were not damaged.

What happened in Elenite and what were the consequences of the flood

The heavy rains of 2–3 October 2025 were indeed a challenge for the resort village of Elenite, located at the foot of the mountains. At least four people died, including rescuers and local residents. Roads, bridges and power grids were damaged. Access to Elenite was hampered or blocked. 

One of the most affected properties was the “Negresco” apart-hotel in Elenite, as well as the "Villa Romana" villa complex.

• Following an inspection after the heavy rains and floods in the area of the Elenite resort, significant construction violations were discovered: the Negresco hotel building is located directly above a riverbed (the Drashtela River) and on a plot that, according to documents, was a drainage channel. 
• At present, the area around the hotel and the complex in Elenite is under restrictions: riverbeds are being inspected, and damage assessment is being carried out following the flood of 3 October 2025. 

What is important to know for property buyers and owners

The flood of 3 October 2025 was a rare natural phenomenon, which did not affect the operation of neighbouring settlements.

The overwhelming majority of the problems are concentrated specifically on the Negresco building and the adjacent territory in Elenite, and not along the entire coast.

In other resort areas of Bulgaria (for example, Sunny Beach, Sveti Vlas, Nessebar) there is no evidence of similar violations.

When assessing a property transaction in Elenite or similar areas, one should pay attention to the position of the property in relation to the riverbed, drainage systems and channels, especially if the plot is located in a lowland or on a slope.

Owners of apartments in complexes are recommended to request from the management company or seller confirmation of the availability of correct permit documents, Act 16, drainage structures and protection against flooding.

The situation with the Negresco hotel in Elenite is not a general trend and does not mean that the Bulgarian real estate market has lost its safety. Nevertheless, it emphasises the importance of thorough due diligence: documentation, the location of the property, engineering conditions and the history of the plot. • purchase and sale transactions and property registrations are proceeding as usual;
• buyer interest in resort real estate has not decreased;
• at the affected sites, scheduled restoration and preventive work is being carried out;

Thus, the flood in Elenite as a whole did not affect the value and demand for real estate on the Bulgarian coast. Bulgaria still remains one of the most attractive, safe and predictable destinations for investment in Europe.
